REP Research Center develops and publishes the Public Rating: an Administrative Capacity Index that evaluates Public Administrations by measuring their transparency, integrity, and efficiency from a comparative perspective. It produces reporting that is aligned with the European taxonomy, currently under development, and consistent with the UN 2030 Agenda’s SDGs.

The REP Research Center develops and issues the ESG Sustainability Rating of Public Administrations, which functions as an Administrative Capacity Index, allowing for:

  • Comparative measurement of performance, accountability, and anti-corruption efforts across Public Administrations, categorized by type (Municipalities, Regions, etc.), producing a ranking and identifying a benchmark.
  • Annual evaluation of Public Administrations across six macro-areas: budget, governance, personnel, services, procurement and suppliers, and environment.
  • Identification of strengths and weaknesses of Public Administrations.
  • Monitor the chronological trends of individual Public Administrations and specific categories of Public Administrations.

REP also offers the following services:

  • Operational support for Public Administrations, with targeted interventions addressing weaknesses, particularly in transparency, anti-corruption, service efficiency, overall performance, and spending quality.
  • Information and guidance tools for Central Administrations and European institutions, enabling:
    • Systematic monitoring of the administrative capacity of Public Administrations.
    • Targeted strengthening of administrative capacity in specific Public Administrations.
    • Improving the allocation of financial resources based on Public Administration merit (spending quality).
    • Estimation of corruption risks within Public Administrations.
  • Information and guidance tools for financial entities and investors, enabling:
    • Evaluation and monitoring of Public Administrations not only based on economic-financial data but also on qualitative and ESG sustainability factors.
    • Estimation of the “default” risk of a Public Administration.
  • Training programs for Public Administrations on topics related to anti-corruption, integrity, performance improvement, stakeholder engagement, and accountability.
  • Support in promoting participatory processes in various forms, involving citizens and businesses in informed and constructive ways in public decision-making operations.
  • Development and design of evaluation models ad hoc for specific purposes and focuses.
  • Studies and analyses on Public Administrations.
