A deficit represents a negative item in the health management of a Region, but a high surplus could be the same. Actually, a Public Administration should tend to balance investing, should this be the case, its surplus for improving the health services offered to its citizens. 

Taking into account the two extremities of the chart, it results that North, Centre and South are grouped in with similar level of performance, both in case of health suplus and deficit. 

Anyway, the higher deficits is relevant to three Regions under a special statute: how is this explained?
